Engine does not accelerate

My 1984 Ford F-600 (V8 Gas 380cc) starts and idles, but will not accelerate. The butterfly in the bottom of the carburetor does not move when the accelerator is depressed. The accelerator pump seems to be working, but the engine actually slows down a bit when the accelerator is depressed.

The top butterfly is for the chock, the one in the carb is for throttle. Without the engine running, manually move the throttle cables. Check the linkage
on the side of the carb. When you press on the gas when the engine is running fuel flows into the carb. With the throttle butterfly not opening it sounds like it is not getting enough air and is putting too much fuel into the engine. If the rod that controls the throttle butterfly is connected to the linkage ok. Move the linkage and look inside the carb. I have seen where the two small screws on the butterfly have fallen out. Check any vacuum lines going to the carb.
