Steering wheel removal

My actuator that's connected to the ignition switch or the "horseshoe" tab connected to the key tumbler in my steering column is broken. I heard it takes a special tool to remove the airbag from the steering wheel and that a dealer should be the only one to perform this task. Is removing the airbag something I can do and if so how should I go about doing this to fix the broken components in the steering column?
