1994 Ford F-150 vaccuum?

1994 Ford F150 6 cyl Two Wheel Drive Automatic

Does the AC have some sort of a vaccuum that affects the AC blower? When accelerating or the engine is under load the blower barley works. When coasting or the engine is not under load it blows great. Reminds me of the old 1955 Ford with vaccuum windshield wipers. Go fast and they don't work. Coast and they work fine. Is there something like that here? How can I fix it?

Could be the vacuum actuator for the air blend door acting up

I am not able to read this schematic. Perhaps I can figure it out by looking at it now that I know there are vaccuum hoses involved. Would I get to this under dash or through the dash somewhere? Or is this something under the hood on the firewall?
