OBD Code P0761 - 96 Ford Explorer

I have a 96 Ford Explorer with over 180,000 miles. The State of Georgia requires yearly emmissions testing in order to renew car tags. The emmissions test failed with OBD code P0761. Local mechanic said most likely will have to replace transmission because solenoid is in inside transmission. Truck runs fine as is, but cannot renew tags with passing this test. Cost to replace transmissions is almost as much as the value of the truck. Can you offer any assistance?

P0761 - shift solenoid C performance or stuck off

I can really only supply you with the meaning, since I've never dealt with this kind of problem. It sounds like shift solenoid C is stuck off and that it's not an intermittent problem because there is different code for that. Have you had the tranny flushed, put in new fluid and filter? Thats about the only quick fix you can do that I can think of. Sorry if I wasn't much help.
