Electrical maxi fuses

'92 ford explorer, 150,000+ miles, 4.0 litr.
The EEC 30 amp maxi fuse under the hood keeps blowing out when I turn the key to the on position (engine off). I have changed the main battery cables, but with the same result every time, 10- 15 seconds the fuse is blown. Would appreciate any insight to what I could do next. Thank you.

I would start looking for a short somewhere. Like a hot wire shorting out on the body somewhere. If not, find a schematic, and look to see what else runs on that circuit. It could be another electrical component gone bad that runs on the same maxi fuse you described causing it to blow also. Hope this helps
