1996 Ford Explorer growling noise from passenger front

Noticed a growling noise from passenger front wheel when slowing down to a stop. Replaced wheel bearing/hub assemblies BOTH sides, but noise is still present. Also noticed when lifted off ground, driver's side spins freely, but passenger side spins 1/4 of a turn then stops abruptly. Does this with brand new wheel bearings. Any ideas?

Are the brakes in good condition? Also, check the backing plate behind the rotor to make sure it isn't bent or rusted and hitting the rotor.

When you turn, does the sound change?
