1994 Ford Explorer When put into park car still rolls

Whenever I put the transmission into park the transmission the car will still roll. I have also noticed I don't have to press the brake to get the car out of park. Another weird thing I just noticed when the ignition is turned on you don't have to press the brake to move the gears out of park. When the ignition is off it won't let you move it out of park however it is not engaged in park beacause the car still rolls.

Have you checked the linkage to the transmission to make sure it is tight and in good condition?

Yeah I have checked that and it all looks pretty good. Is there a way of adjusting the shift cable?
