1994 Ford Explorer Rear wheel will not turn forward

When I start the car my right rear wheel will only turn in reverse. After several yard in reverse it will turn forward, but when I get out there is a burning smell.

Check your brakes
start by E brakes cables
also pull tire and check brakes
