I see the notations for being able to do it with a hand held scanner for 95s or newer but my Explorer is a 94

I am getting both the Check Engine light and the ABS lights

Then it is probably OBD-1. You wil need to either find a scan yool that does those or call around and find a shop that can scan it for you. Tell them you need the ECM and ABS scanned
