'98 Ford Expedition ABS Brake Problem

I have a '98 Ford Expedition that appears to engage the ABS upon stopping. I have had the sensors tested they all function properly. The ABS light does not come on during this event. Any possible help would be appreaciated.

It happens just as you come to a stop.

Would it still be a sensor even though they all read the same when tested?
