2002 Ford Excursion 4X4 won't engage

I have an '02 excursion with the 7.3 pwerstroke. I cannot get the four wheel drive to engage in high or low range. I have replace the seals and installed new warn premium hubs. The transfer case seems to be working because in low range the transmission will gear down but I get no power to the front wheels. Any ideas before I take it back to the dealer. I would rather avoid the dealer if I can.

Ok to ask the ovious first the hubs where locked in right? If so then first I need you check the vacuum lines to the front. Make sure there are no broken vacuum lines. The lines are as such. From the intake or on vacuum pump on diesel. Then to the vacuum reservior then to the PVH solenoid then to the front diff. If all this checks out good then we will go from there. Also check fuse number 27 15 amp fuse, should be in the underhood fuse box. Let me know what you find.
