I have been having trouble with a rough idle at stops, but the car runs fine while driving. Recently the check engine light came on. It displayed code P1506, which I believe is an over speed fault. I replaced the idle speed air valve less than a year ago; I pulled the valve and checked it with a 9v battery. The motor worked and the plunger did open, but it does not work at all on the car?

I just had that problem with my 99 escort. Got the error message p1506. The cause was a high idle speed. It hung me and my father up for 3 days trying to work it out and it turned out to be the pcv valve was bad. This may help you and it is a cheap thing to rule out.
