1998 Ford Escort flood question

My escort was parked outside and the nieborhood got flooded. Water was up to the dash. It sat that way for two days before the water went down. Its been sitting for two weeks drying out. I know my battery is dead because no lights work interior or exterior. If I get a new battery and flush the coolant, tranny, and change the oil is it safe to try and start. What is your best advice to this problem and save mechanic fees.
