1991 Ford Escort Front end wobble

Vehicle front end lifts and shifts to the right on acceleration and drops and shifts to the left on braking, Also steering does not automatically centre after turning it wants to do the opposite and turn in more.
Have checked Tie rods for any excess movement and they appear fine, Also had the wheels re aligned and the tracking done. The vehicle is fitted with gas shocks and has power assisted steering also has standard strut brace.

Was the rack and pinion replaced
and if so it was not centered and I would check that
also check if using over size tires
