1989 Ford E-Series Van Ignition Key

1989 Ford E-Series Van V8 Two Wheel Drive Automatic

Hi, My ignition seams to bind, does NOT return when released. So HOW do I remove the key cylinder to put a new one in? I also keep getting a dead battery, so I bought a brand new one, and that also dies whinin a week, so maybe the key switch, everything is OFF on the dash. Thanks
