DTC P1380 indicates a short or open exists in VCT solenoid valve circuit. Possible causes are open or short circuit, faulty VCT solenoid or a faulty PCM.

Where is and what is the vct soleniod circuit located on the 1998 ford contour 2.0 single overhead cam. Is this the cam position sensor?

Actually I found a TSB (technical service bulletin) for your vehicle about this code.

"The Malfunction Indicator Lamp (MIL) may illuminate with Diagnostic Trouble Codes (DTCs) P1380.P1381 or P1383 stored in continuous memory on some vehicles. Driveability concerns may or may not be present. This may be caused by engine oil contamination."

When was the last time you had the engine oil replaced?
