Fiat regata Engine runs rough and stalls on cold start.

When you first start the car, if it is kept anywhere near 1000 rpm with the manual choke, it runs extremely rough and then dies.
After revving a little to keep it going and it warms up a bit, it runs fine.
Plugs seem ok
although ignition the coil gets a little warm when the car is warmed up but the car runs fine warm.
Also I noticed that the carb idle screw is all the way out and when warm it idles at about 1300 rpm. It should be 850rpm max.
I think its running lean because when I set the timing (It was previously 48 BTDC off!) I found the plugs were white, but I just thought that it was because of the way too advanced timing!
Now timing is spot on! So I need to check the plugs again. Meanwhile. What do you guys think? Thanks

With the age of this vehicle you should rebuild the carb first. Alcohol in fuel has more than likely messed up the accelerator pump as well as as stuff in float bowl. Also check for a vacuum leak.
