Faulty recalled not properly fixed! Need help!

Hello, I own a 2007 Honda Fit Sport with approx. 52,000 miles on it. It was given to me in late 2011 from my grandparents with approx. 12,000 miles on it. My grandfather is exceptional with taking care of his cars so I know it's nothing he did or the care that has been taken care of it since it was bought. My low beams are not working, everything else works (all lights) except my low beams. There was a recall for faulty wiring for the low beams. I called Honda and I have to bring it in at 12pm today. They are already hitting me with a $65 diagnostics bill. According to them I had the car in to them in 2012 for the recall. I do not recall this at all, but hey let's face it that was 3 years ago, half the time I don't remember what I did last week. Now if I did in fact have ti in to them in 2012 and according to them they "fixed" the recall, will I be charged if it's the same problem seeing as it's not my problem or my fault that they "fixed" it and now the SAME EXACT THING as the recall was for is happening? I have been out of work unfortunately and was unfortunately supposed to start a new job today and now probably lost the job before I even started due to missing work to not having a car for the day. So basically the big question is, if it's the same problem that was for the recall even if they already did in fact "fix" it back in 2012, will I be charged for it since that's not my fault at all?

You seem awful quick to blame the dealer for a fix that was a recall. All of that is sent to the manufacturer and if parts are needed the manufacturer sends to dealer. In your case it is a combination switch problem. Not all recalls are successful however and it may be totally something else like a burnt out bulb/bulbs. Depending on whether or not you have drl's or not it could be the drl module is bad.
