This is a control module issue. Here in the USA we call it a PCM but it may be an ECM (engine control module) overseas. When the sensor is disconnected it is giving the module an open circuit so the default is to turn the fan on. Also, when the AC is on the default is to turn it on. If everything is hooked up and the sensor is reading accurately, as we can assume it is since it has been replaced, then more than likely the control module is the issue.
