Fan not kicking on

The fan is not kicking on so my car is over heating when stopping in traffic. I have had a guy who has fixed different problems and it has always cost an arm and a leg. I have read through mostly all the comments here none of which he is telling me it is. The check engine light is on but has been because it is missing. Anyway, he told me I need to replace the computer. Before I pour that much more money into it I would like to know if this could possibly be the problem? Tia!

Below is a diagram for the fan system.

It show all of the pieces that make the fan run.

Such as the temperature sensor/fuses/relays (little things) as well as the bigger things like the computer.

It also shows the wiring (helpful if someone has got in there and monkeyed it up).

Locations of the components is shown as well as fuse sizes.

This is one diagram cut into two pieces (screenshots is the only way I could get it).

The first diagram goes on top of the second.

I insured there was some "overlapping" so that no information is missing.
