Failure to change gears and high fuel consumption

I purchased the vehicle from japan recently. SR20 serena. Periodically it is stuck in the take off gear giving a maximum speed of 20km/hour. The rev counter will be around 5. If u switch off the engine it goes back to normal. The fuel consumption is 5km per km locally.
What is the challenge how can I rectify the problem.

Either theres a problem so the engine doesn't know how fast the car is going via the vehicle speed sensor, or you've got an electric solenoid sticking in first gear in the valve body in the transmission. Is the fluid ok, or is it dark and burnt smelling? If so a trans service might help or even solve your problem

If you've recently change the fluid and you know what kind was used, make sure it was the right time for the transmission. If not change it and put the correct kind in. However, there may have already been internal damage done to the transmission. At this point it might be worth taking the car to a transmission specialist shop to make sure. You don't want to waste a lot of money on guesses
