SYMPTOM
P0031-O2 SENSOR HEATER CIRCUIT LOW 1/1

WHEN MONITORED
Battery voltage above 10.6 volts, ECT below a certain TEMP but within a set Temperature difference of Battery temp sensor.

SET CONDITION
If voltage is lower than a specified voltage at start of test.

POSSIBLE CAUSES
Fused ignition feed circuit open
Heater control circuit open
Heater element check
Intermittent condition
PCM

this is the flow chart for the codes. It most likely has a sensor that has a shorted heater, blown fuse or wiring issue

i had to generalize since you provided no engine size

You need a shop to track it down as there is 4 sensors which need to be checked. Find a good independent repair shop to help you

I would if it was affordable. I am disabled and can not afford $45 per hour to diagnose the problem(that's the lowest price I was quoted) but thanks anyways for your effort. God bless. Have a great day
