ECU Memory problem on 2001 Acura CL.

I recently bought a 2001 Acura CL and have the following problems.
1.I lose all memory on the ECU system every time I turn off the engine.I took it for an emission test and had to do the usual drive exercise to get the computer set up as I installed a new battery. Each time I tried to do the emission test I cannot do so as there is no memory in the computer.
2. There is no Accessory power also. Each time I turn off the engine I have to reset the radio, heat, clock and also the power locks or remote does not work as well as the memory settings on the seat, mirrors etc.
3. When I start the car and leave it to run at idle everything is fine, but as soon as I drive for a few minutes the VSA and ! Lights come on as well as the check engine light.
Please help as I have to get the emissions done before I can get it on the road and I desperately need to do so.

Check all fuses under hood and drivers side under dash first then have a pro scan this for codes it may be a partially broken wire or similar.

Thanks for your kind response. I have checked the fuses and they are all fine but the problem still exists. I have heard that there is a relay that controls this system on the car. It keeps the necessary system 'hot' (with power) while the ignition is turned off. Do you have any idea about this?

I forgot to mention the pgm main relay tha t can make it run screwy as well that is under left side of dash

It's either square or rectangular should be marked
