Drivers side water leak after rain

Water on drivers side floorboard after it rains, with car parked, firewall dry(NO sunroof). How do you pull the plastic (step guard?)Off that covers the weatherstripping and edge of carpet on the lower door frame. WS looks like new. If I use some type WS glue or silicone adhesive would that reseal it ok?

Windshields are sealed by replacement only. They use urethane to hold and seal them in the kick panel should come off but you may need door open but dont' know what you'll find. See if there is a plug missing under the carpet causing the floor to get wet. See pic for removal. They have aspecial tool for this but if careful you can use a screwdriver.
