1996 Dodge Van very low power under load

Hi, van has very little power under any kind of load, going up even a small incline. Feels like engine isn't getting enough fuel. When gas pedal is pressed too much the engine makes a loud roar, and it sounds like the venturies are wide open, trying to make power, but there's nothing available. I have to feather the gas pedal to get going. Fuel pump/filter assembly is brand new, gas tank cleaned, new cap and rotor.

Is check engine light on?

Check fuel pressure
check for codes if any
check timing
check exhaust back pressure (checking if catalytic converter clogged )
if all good
disconnect the O2 sensors and give it a try drive around and if you all better replace O2 sensor
DO NOT use a universal O2 on your truck it will not work correct
