Idle drops

I have a 1997 Dodge Stratus ES v6 with 74000 miles. When ever I come to a stop or wait at a stop light my engine idle would drop and my car would want to turn off. When this happens I would put the car in neutral and the idle would adjust back to normal. I changed the spark plugs, cables, distributor cap, pvc, and had the fuel injection cleaned.

Is this a sign of a bad Idle Speed Control?

Sounds like it and check all vacuum lines for leaking under the hood
