the fisrt problem I got was the seatbelt light flashing, then the speedodometer started working erratically then stopped working. Then the temp guage stopped working followed by the rest of the cluster
every one them just flashes including the overhead light. So I have to remove # 11 fuse.

Sounds like the inst. cluster driver has gone bad. Most often the repair is to replace the cluster. You should be able to find a used one if you search around.
