I have a 1999 neon had the same problem. The VSS (vehicle speed sensor) went bad on mine, because of the location of the stupid thing the job took about 1 1/2 hrs. It is located WAY under the car on top of the transmission where the drive shaft for the passenger side comes out. I had to remove a cross brace b4 I could even get to it. Warning when you pull it out the tranny fluid will start coming out so you will need to act fast just be careful you need to get the drive gear off the old one and put it in the new one. It is held on by a couple plastic clips I just broke them off the old one to save time. Good luck.
