ok, I took it to inspection it failed because of emission smoke, code P1491. Please help me to find out exactly what might be wrong. How much? Also, my engine overheats, so I cant drive it far distances. Only to work and back

I believe p1491 is the code for radiator fan circuit.

When the engine is hot see if the fan is on.

Post back what you find.

There is also a recall for neons of around your year, call the dealer and ask if your car need a new solid state relay for the radiator circuit.
