When I go to emmisions to get my computer read, it will not connect to their device (nothing happens when the people connect to the reciever under my dash). When I connect my OBD II reader to my truck, it scans without any problems. I am the second owner and the prevoious owner had swaped in another 3.9L V6 from another Dodge dakota that had been totalled (the newer motor has about 80k miles on it and runs fine, no misses, no weird noises). A couple other pieces of information, my "check engine" light is never on and i'm not having anything other electrical problems.

If your scanner works, theirs should too. I really feel the problem is on their end. You may want to try a different shop to see if that makes a difference.

Try that and let me know what you find.

Well when I was there I pulled into two different bays and tried scanning on two different computers, I also went by my local auto zone to scan my computer and it showed all green also. Do you think it would be some kind of networking issue? Maybe a computer modification like a performance chip, car alarm ect?

It has to be a wiring issue. Make sure the wiring harness to the computer is not corroded, tight, and clean.
