Check for a defective fan motor relay. I don't know the Caravan, but it is likely under the hood in a bopx with fuses and relays. If you find the relay, pull it out and try to trade it with any other like relays in the box. If it works fine with another relay, replace the relay.

Good luck.

The relay sounds like it is stuck. If you dont have a diagram of the relays, check under the hood and the ones you dont know about, take one out at a time with the car running. When the fans go off then you have found the relay. Interchange it with one of the other relays as long as they are labled the same number. Do you do any towing with the car? I can tell you what I did some time ago with the reference to cooling fans on another kind of car.
Let me know what you find!
