Transmission Control & Emergency Shut off?

About a year/2000 miles ago I changed all 6 Spark Plugs and Cables. I used Platinum Spark Plugs. About 4 months ago the Dodge Caravan 2000 quit starting. After changing: Battery, adding a new Timing Chain & Pulleys, Camshat & Crankshat Position sensor, Spark Plugs Ignition Module, Ignition Key Switch, and verifying that Fuel Pump is properly working and pressurizing Fuel Injectors manifold to 45 psi, The enginee wont start. Starting Motor and cranking sound healthy but don't hear explosions. Transmission Control Relay (also know as EATX Shutdown Relay) and Emergency Shutdown Relay continuously chatters On/Off. Emergency Shutdown Relay continuously chatters even after I remove Ignition Key. If this Relay is off, no electric power is available for Spark Plugs or Injectors. Both relays are directly driven by PCM module. What causes these relays to chatter? And could this chatter be responsible for engine failure to start? What other sensor or parts should I test?

Another car owner found that it was related to the negative battery cable.

I will check the negative battery cable make sure it is properly connected on both ends.

If the negative battery cable checked out to be OK, I am going to do a compression test.

If the compression test checked out to be OK, I am going to disconnect van computer module open it up and see if there is any thing wrong with it.
