1999 Dodge Caravan Next Step

I have had a tuneup with the replacing plugs, wires, air filter and battery. I intend to replace coil pack as well. The van is running very rough with los of power and acceleration. I still have a check engine light. Diagnostic code is P1491 which is differing on meaning from shop to shop. They are saying either radiator fan relay or emission control module.

P1491 is for the radiator fan relay. Whomever told you emission problem misinformed you. They must have been thinking about P1451.

If the coil pack has never been replaced, I would do that before you do any other diagnostic. But if it has been replaced, I would check to make sure that it is still within spec.
