1998 Dodge Caravan what does this mean

P1495 Leak Detection Pump Solenoid Circuit.
I don't understand what the problem is.
Could it be a problem with the EVAP Canister?
Or is it just wiring problems? Not sure where to start.
A better description and understanding would be grreat.
I can't even get this code to clear.

Leak detection pump is located below driver " œs side of steering gear above engine cradle
if clicking sound is heard at the pump
check power supply at the connector
check ground circuit
