1998 Dodge Caravan radiator fans

Hello my name is francisco and my question is. My radiator fan continues to stay on when the vehicle is off. I checked the fuses and they seem fine. So what I did was disconnect the 2 wires on the fans so that it would stop running. Can you please tell me what might be wrong with it. Thank you for your time.

Replace Radiator Fan Relay located at Front of left frame rail
If you raise the vehicle you can access it from underneath
