1995 Dodge Avenger high idle

My 1995 Dodge Avenger idle's high like 2500 rpms. Only when I let off the clutch. When I come to a complete stop it comes back down, but only when I come to a complete stop! I have checked the MAP sensor seems to be fine. What else could it be? I have a multi meter and am able to test sensors, so let me know what I have to do to figure out the problem. Thank you.

Do you have a check engine light On?

Check and test the following by the book: Idle speed control motor, Throttle position sensor and aiflow sensor and get back with some testing results we start here.
