Overheating when sitting and idling, code P0115

Vehicle sitting idle will overheat. Check engine light on. Shows code p0115. New coolant, thermostat, radiator. Check resistance on ECT sensor: temperature rise-resistance falls. Temperature drops-resistance rises. Is this correct? I got confused about trouble shooting the circuit to the ECT sensor. I plan to change ECT sensor but I also want troubleshoot the circuit. Be fore all this: wife driving average speed, truck choked down. No power. She would stop and start again. Check light came on. Showed code p0116. Not sure if sensor problem or and circuit. Thanks for any help.

I attached the flow chart for the 115 below that gives you the values for the temperature sensor.

This is a TSB which means it was a very common issue for this vehicle with many complaining of this issue. The most common failure is the temp sensor itself.

The 116 is or has the same conditions for setting the code.

INSPECTION PROCEDURE

HINT:
If DTCs P0115 and P0116 are output simultaneously, engine coolant temperature sensor circuit may be open. Perform troubleshooting of DTC P0115 first.
Read freeze frame data using TOYOTA hand-held tester or OBD II scan tool. Because freeze frame records the engine conditions when the malfunction is detected. When troubleshooting, it is useful for determining whether the vehicle was running or stopped, the engine was warmed up or not, the air-fuel ratio was lean or rich, etc. at the time of the malfunction.

When troubleshooting, it is useful for determining whether the vehicle was running or stopped, the engine was warmed up or not, the air-fuel ratio was lean or rich, etc. at the time of the malfunction.

Please forgive me. As I looked in radiator, no coolant flow. Bottom radiator hose is cold, top hose hot. Do I need to remove new thermostat? Recheck for circulation of coolant.

It could be a bad thermostat not opening.

What temperature thermostat did you get when you replaced it?

3. REMOVE THERMOSTAT
a) Remove the 3 nuts, water inlet and thermostat with gasket from the water pump.
b) Remove the gasket from the thermostat.
