Clutch issue

I push the clutch to floor cannot get it in gear. Is it the throw-out bearing or do I just need to bleed clutch line?

If there is air in the system, there will be a leak and you will have to inspect both the master and slave, peel back the dust boots and check for fluid, the master boot is harder to access as it is under the dash.
