Clicking when key turned in

What is this piece here? It clicks when engine turned in. If removed I can short it between the top and bottom to get engine to start. Check engine light flashes at same rate of clicking.

Figured out the part. Idle control valve, replaced it and it still just clicks over and over pretty quickly. Trying to pinpoint what the issue now.

What issue do you have? Is it just the noise? Is it idling okay?
Have you read the stored codes? What are the code numbers?

Truck will not start unless I take the part off and hold the valve in open position for a little while. Once I am able to get it started truck runs just fine. I have not been able to get the truck into town to read codes. There is not a check engine light once running. Seems like one of the circuits is having issues fully closing or opening initially.

Wait a minute. Your check engine light is flashing before the truck is running?

That would likely mean there is an issue with the ASD relay or its socket.
