The same probelem came up at around 38900 miles, and the spark plugs, wires, and egr were replace. why so many failures during the life of the car's history? Now I'm told to replace the same parts that were replace 20,000 miles ago. Is there a flaw in design here?

These cars had a problem with the ignition coil going out which would cause the problem you describe.
