Between 40 and 55 mph the front end shimmies. Below or above these speeds drives without shimmy. Tires are new and balanced. Tie rod ends replaced.

Is it CV joints?

Very well may be. Best bet is to get it up on a rack and run the car in the air to see f the vibrtaion is present. With use of a stethescope or visual identification, the vibration source may be found.
