2000 Chrysler Sebring radiator drain petcock

I just flush my radiator and the petcock won't completely shut off. It drips a little still, Since the radiator drain petcock on this car is made of plastic I don't want to force it too much, but can it be completley unscrewed so I can either clean it or replace it?
