2001 Chrysler PT Cruiser need to know what fault codes mean

P1684- Battery was disconnected in the last 50 starts.
p1388-Auto shutdown relay control circuit
p1490-Low Speed Fan Relay Circuit
p1489 High Speed Fan Control Relay.

Sounds like your radiator cooling fans aren't coming on. The relays are in the Power Distribution Box under the hood BUT you may have a fuse in the fuse panel that you can also check. Check the electrical connections in the wiring near the fan. They sense the temp. from the cooling temp sensor.
