CHANGED RADIATOR (NEW) THERMOSTAT, SERPTINE BELT AND WATER PUMP. CAR HEATS UP TO NORMAL, BUT DOEN'T THROW THE HEAT IT SHOULD. THE OP RADIATOR HOSES GETS HOT BUT THE BOTTOM STAYS COLD.

Sounds like a plugged heater core. They can usually be cleared with a garden hose. Remove the heater hoses from the engine and run water through them both ways until it flows freely.
