1999 Chrysler Concorde 99 Concord, no lights

Hopeing this question gets to jdl123, if not please review my previous question & reply. I have a 2nd question about the same problem but could not respond directly to jdl123.
i followed jdl's advice & found the following:
im getting voltage under hood at fuse D, but found no voltage at junction (fuse) block going to lo-beam relay (under dash). Does this mean the problem is the junction block itself? If not, how do I tell which plug on the back of the block is the one thats supposed to deliver voltage to that circuit?

If you can see the wiring color, lite blue wire with red tracer at the fuse block and pdc, same circuit. That wire should be hot all the time. As far as testing the terminals with relay removed, sometimes the meter probe isn't long enough to touch anything?
