Thank you for the donation.

There is a shorting somewhere and it could be a faulty blower motor.

Disconnect the blower motor and test if the fuse blows.

Was any repairs carried out prior to this occurring?

It only happens when I turn on the blower. Prior to this I only had medium high and high.

Ok, so you have a faulty blower motor resistor as the low speed is not working.

Get the resistor checked/replaced. It could have become bad so that it is shorting and causing the fuse to blow.

The resistor is located on the blower motor housing and the diagram shows its location. Blower motor is located in right side of engine compartment.

After disconnecting the blower motor and resistor wire electrical connectors, remove the retaining screw for the cover and after removing cover, you would be able to remove the resistor.
