1991 Chevy Van Temperature Gauge does not work

1991 Chevy G20 conversion van. 5.7L w/air

Temp gauge doesn't work. Was replaced with a known good one.
Seems like it does go to correct reading once van is shut off.
Haynes manual says sensor circuit failure would set codes, but engine light is off, so problem is from the ECM?
Haynes schematics are not clear.

The gauge in that doesnt go through the computer. The coolant sensor is on the intake manifold (computer). The coolant SENDER is for the gauge and should be in one of the cylinder heads, near the spark plugs, it will be a single wire. If that wire is grounded, the gauge should go up, if not there is a problem in wiring or dash
