1989 Chevy Van wont turn over

Well i've had a g20van for a year now and it ran well.
it had some previous owners so the history is a grey area.
it's a fuel injected V8 but the engine wont turn over.
I've changed everything from the plugs to the distributor and every thing under it but still nothing
when I pulled the plugs and replaced them but the old ones were drenched in gas I mean they stunk.

It's running rich, it could be caused by a leaking injectors or fuel pressure regulator and a clogged fuel return line. Check your fuel pressure to verify. It could also be a ignition problem the fuel is not burning.
