Rear running lights out on 1999 Chevy Suburban

I have a 1999 Chevy Suburban. The rear running lights do not work when the headlights are turned on (the front running lights do work), but the brake lights go on when the brake pedal is activated. I did check the fuses, and all fuses are OK. Any ideas? Could it be a bad bulb in the taillight housing? There is a four pin trailer wiring harness on this truck, but I haven't checked that yet. What would be the likely fix?

check to make sure you have power going to the running lights. if so look for a blown bulb, bad ground, loose connections, or broken wires. if there's no power going to the lights then you'll need to trace the wires going away from the lights.
