95 Chevy Lumina radiator fans don't spin.

I noticed my car started overheating when it got really cold this winter. Neither of the two fans on the radiator spin when the car is hot or when I turn on the AC. I replaced the fan relays and that didn't help. I know the fans are fine because if I stick a piece of wire in where the relays go they spin just fine. I checked the fuses and they seemed fine as well. What is most likely the problem that would take both of those fans out at once, but keep power going to the relays? Also if you have a guess let me know where the part is located on the car. Trying to follow that bundle of wires is next to impossible. Thanks.

You have 2 temp sensors one on head and 1 on intake. They determine when the fans kick on. You will need to test to see which one operates the fan. I beleive on that car it is the one on the intake. Not 100% sure.
